Almost  all flat panels are made of plywood, which is basically thin layers of wood  glued together to form a sheet of wood. Sometimes these layers separate from  each other and sometimes the outer layers peel. In this case, a portion of one  of the outer layers peeled. These raised edges could be sanded down flat.
